<b><u>1. Minutes of previous General Meeting held 25th November 2009 </u> </b>Agreed as a true record. <br>

<b><u>2. Reports from Rec user groups and community activities/development<br>
<br>
</u><i>a. Community involvement strategy </b></i>Lori Sherman, hired by the Council to develop a strategy for expanding community involvement in the various volunteer activities in the rec, has unfortunately continued to suffer ill health. Lori is producing three key documents on 'audience development', volunteer working, and training. <br>
<br>
<b><i>b. Friends of Lordship Rec </font></b></i><font face="Calibri">Have carried on with monthly work-ins in the woodland area, monthly general meetings and pursuing a bid from Breathing Spaces for work to the lake. <br>
<br>
</font><b><i>c. Friends of Graham Lee </b></i><font face="Calibri">Have a meeting arranged with the landscape architect to further discuss the details of the proposed opening up of sightlines through their tree plantation by the Moselle, and where any of the trees affected (which they wish to be the minimum necessary) might be relocated. <br>
<br>
</font><b><i>d. The Lordship Trax Bike Club </b></i>Already<font face="Calibri"> have 65 members, which all agreed is very impressive. Hold weekly rides around North London, starting in the Rec. The club also plan to have 6 regular Saturday morning local youth training sessions in the park, starting on Feb 6th. The club is beginning to get local press interest, and their activities will be advertised in local schools. They are developing their partnership with the Friends of Lordship Rec and the Council regarding various projects, including repairs to the old BMX track as a training initiative before it is dismantled and moved to the new site in the east of the Rec. The club has now affiliated to British Cycling. They have a general meeting to discuss their proposed constitution and 3 yr strategy, to be held on Saturday, 9</font><font size=1><sup>th</font></sup><font size=3> January. Luisa Baker and Felix Waterhouse hoped to attend. Some of the Trax members are currently undergoing specialist training. It was discussed whether in the future, as trax members become more experienced, they might consider organising cycling education for schoolchildren in the Model Traffic Area in the future. <br>
<br>
<b><i>e. Lordship Rec Dog Club </b></i>Activities suspended over mid-winter. </font><font face="Calibri">Their last session of 2009 might feature in a coming edition of the Tottenham Journal. <br>
<br>
</font><b><i>f. Lordship Walking Group </b></i>No further news.<br>

Back to Earth Projects and related activities </b><u>Café and Food Co-op</i></u> Final sessions of 2009 being held, including a special Sustainable Food mid-winter celebration organised by the Sustainable Haringey food group. <i><u>Tai Chi</u> </i>To be resumed after the new year. <i><u>Gardening Groups</i></u> To be resumed after the new year. <i><u>City Farm/Environment Centre</i></u> Business plans being developed. <i><u>Shell Theatre - replacement mural</i></u> Felix planning this, hopefully involving local youth again.<br>

<b><i>i. BTCV </b></i>No further news.<br>

<b><i>j. Broadwater Farm Community Centre (BWFCC) </b></i>Children’s Christmas party is planned.<b><i> </b></i>New 'Goals For Girls' sports sessions are planned in the new year.<b><i> <br>
<br>
k. Broadwater/Lordship Stakeholders Forum </b></i>Dave reported from the Stakeholders Forum held in the Broadwater Farm Community Centre on the 3<sup>rd</sup> December. It covers the whole Broadwater/Lordship area, with a key focus on the planned new School Campus. <br>
<br>
<br>
<font face="Calibri"><b><u>3. Lordship Rec Community Festival</b></u> Martin Burrows stated that he has heard from a number of primary schools that the date for next year’s Lordship Rec Festival, the 11</font><font size=1><sup>th</font></sup><font size=3> September, is not ideal as it comes so early in the new term. However, it has been agreed that other dates are also problematic for various reasons, and in any case this date has already been settled and publicised. <br>
<br>
<br>
<b><u>4. Regeneration Programme - Updates</b></u> <br>
<br>
<b>i. Bulletin </b> Luisa, in co-operation with Dave, had produced a Dec '09 Lordship Regeneration Update for the LRUF. This had been circulated to all interested organisations to keep them informed of progress.<br>
<br>
<b>ii. Community usage and involvement </b> The Council are due to meet the HLF on the 14</font><font size=1><sup>th</font></sup><font size=3> January regarding audience/community development, training and volunteering strategies. It was agreed that Dave should attend as well, on behalf of the LRUF. <br>
<br>
<b>iii. Matchfunding, budget and savings</b> As previously reported, the Council have been unable to raise the full match funding for the project, despite strenuous efforts. There had been a number of meetings to map out options for taking the whole project forward with some reduction in costs. The Council had met with the HLF in early December to ensure that they were aware of the situation and to seek their approval for the Council's approach. That meeting went well and it is hoped that, if the final application in March is of high quality, the HLF will still release the full funding (£4m). Luisa said the HLF won’t accept drastic changes but might agree to some measured phasing of some of the works. A discussion ensued about the possibilities for savings and phasing in a part of the planned improvement works (which might have to be done after further funding secured). <br>
<br>
<b>iv. Schedule for HLF Bid <i> </b></i>The final application must be submitted to the HLF in March 2010, with a 'yes' or 'no' decision expected in Sept 2010 - then (hopefully!) work due to start in 2011.<br>
<br>
<b>v. Management Plan.</b> The 10-year Management & Maintenance Plan for the park is being updated, and many of the stakeholder groups have been working together to draft plan for the future 'micro-management' of various areas and facilities around the Rec. Luisa reported that this process is going well and almost complete - a comprehensive draft will be compiled during January and then be made available for comments. <br>
<br>
<b>vi. Moselle trees </b>Ghazale expressed concern about the proposed relocation of some of the 'Graham Lee' memorial trees to open up some sightlines across the Moselle, whether the number to be moved could be further reduced, and whether any mature trees were included. This would be further discussed at a site visit being organised by the Friends of Graham Lee and the landscape architect. Other interested parties were welcome to attend.<br>
<br>
<b>vii. Landscape<i> </b></i>The revised draft Masterplan Notes, which systematically identify the improvements proposed throughout the park (seats, benches, flower beds, signage etc, but excluding projects concerning buildings and major undertakings) have been drawn up by the landscape architects. They are being checked and then will be made available for comment by the LRUF. Copies will be brought to the next LRUF meeting. (See most recent version, below - but note that some of the formatting and wording has been lost in the transposing into this email).<br>

<br>
<b><u>5. Other projects and improvements<br>
<br>
</u>a. New Playground </b>All the works are at last completed. Due to the problems with the installation of the playground, and the need for the Friends, Rec staff and Council to keep 'on the contractors case', a discussion ensued regarding the need for strict protocols for contract and maintenance work in the park.<br>
<br>
<b>b. New natural play area</b> This is planned to go directly to the south of the existing playground by the end of March 2010. There have been discussions with between reps from the Council, Friends, park staff and landscape architects about the draft designs.<br>
<br>
<b>c. Lake <i> </b></i>The planned improvements to the lake island, co-ordinated by the Friends, were still not yet ready to move ahead due to the many and complex bureaucratic obstacles set by the funding body (despite it being only for a comparatively small amount - less than £15,000). Joan of the Friends was working hard to complete the various tasks set in time for action this winter, but it looks like the works may have to wait until autumn 2010.<br>

<br>
<b><u>6. Maintenance Issues<br>
<br>
</u>a. Breach in Hedge on Northern Boundary </b>We are awaiting the gating of the private alleyway alongside the hedge (due in January), which would then mean that access would be restricted and the works to shore up the hedge simpler and cheaper. <br>
<br>
<b>b. Utilities Compensation </b>Negotiations to exact compensation from Thames Water and British Gas for damage caused in the Rec as a result of works carried out last year have still not been completed. Michael Loughnane to report back.<br>
<br>
<b>c. Walpole Road (North) Entrance Gates </b>Following efforts by park staff, the playground contractors have now re-installed the entrance gates which had been removed. to enable access for their vehicles. <br>
<br>
<br>
<b>7. <u>Next LRUF Meeting </u> </b>The next meeting of the LRUF will be held in the Broadwater Farm Community Centre at 6.30 pm on Tuesday 27<sup>th</sup> January 2010. <br>
