</i><u>Previous Minutes:</b></u> Minutes were agreed as a true
record.<br>
<br>
<b>1. Natural England & Healthy Walks Campaign</b> <br>
<i>Action: </i>PE to supply contact details of new member of staff
(Christina) to Natural England who will be specifically working on
walking and cycling initiatives in the Borough.<br>
<br>
<b>2. New Playground by the paddling pool<br>
</b>PE stated that LBH has tender returns and they are within budget. He
said work might be able to start earlier than May which will guarantee no
over-run into the summer. The Friends will put up notices about these
plans. HS asked about the paddling pool - what will happen to this whilst
work is going on? PE said this may be part of the works so could be out
of use. The specialist worker, Paul, who has been maintaining the pool
has sadly passed away. Will need to check who is now responsible for
that.<br>
<br>
<b>3. Moselle River Restoration <br>
</b>PE stated that an on-site meeting took place today with the engineers
regarding the River Moselle restoration plans. Halcrow Ltd have been
officially appointed for the further consultancy work. He said he would
distribute the drawings that have come out of the meeting. The next
meeting for the engineers is scheduled for the April 2nd.<br>
General discussion took place regarding the poor quality of the water in
the river due to misconnections from households - some of the water going
into the river is actually coming from the domestic foul water
system. This is a matter for planning enforcement action. The current
river ditch will be filled in and turned into a wildlife corridor through
the centre of the park when the new more natural river bed is created.
Eventually, when the water is of good enough quality, it will be diverted
into that new river bed.<br>
<br>
<b>4. Trees<br>
</b>A tree survey was recently carried out by the Council's tree officer,
and a tree mapping exercise has also taken place. There should be to a
report produced from these 2 activities. Further, 4 more trees have been
planted in the park to add the the new avenue planted by the Friends by
the western pathway.<br>
<br>
<b>5. Back to Earth Projects <br>
</b>Back to Earth Community Kitchen / Cafe is held every Friday and
continues to be successful. Back to Earth will be interviewing for the
new Lordship Rec Volunteer Co-ordinator post on the 17th April
2009. Thirty five people applied, short listed to six people.<br>
<br>
<b>6. BWF Integrated Schools Project<br>
</b>The Council's new Integrated Learning Campus project for the schools
on the north of the Broadwater Farm estate has the potential to include
the current BWF Community Centre as discussed last meeting. Key
facilities and services for the regeneration of Lordship Rec are due to
be provided from the Centre, and cannot be provided in the park. 50% of
the centre and half of the grounds are within the Metropolitan Open Land
(green belt) designation for the park. Regarding the park, the general
feeling by those expressing views so far is that the Community Centre
being demolished or moved into the future campus, was not a good
idea. The successful regeneration of the park, and concerns over access
and security issues in any new campus facilities, were the main
objections. Those who attended the recent Area Assembly meeting at the
Centre felt the presentation on this issue was very one-sided. It was
agreed that it is very important that the community speak out with their

by picking up a form at the Centre].<br>
<br>
<b>7. GLA funding<br>
</b>Lordship Rec won the public vote for the £400,000 from the GLA,
gaining the highest number of votes in the North region, and fourth
highest in London overall. A big thank you to everyone who voted, and all
those who encouraged a good response. Lordship Rec was also shortlisted
for the GLA 'super parks 'award for an extra £2m, but Burgess Park in
Southwark received the award. The £400k will be used as match funding
towards the extra needed to be raised this year for the overall £6.4m
plans for the park. Heritage Lottery has already earmarked £3.89m leaving
the gap of £2.4m. LBH has approved £450k with another sum of £200k from
the Environment Agency which may be forthcoming. There's about £1.3m
still to go. A meeting involving the Council, B2E and the Friends will be
taking place this Friday to discuss fundraising strategy. <br>
<br>
<b>8. Lordship Festival<br>
</b>The LRUF have started regular separate festival planning meetings,
open to all who want to help. Two new groups have attended these meetings
- St Phillips on the Farm (toddlers play) and UKUnsigned (music and
performance). All those with access to funding have been asked to start
applying. Next festival planning meetings will be on March 23rd and April
27th.<br>
<br>
<b>9. Lake<br>
</b>BTCV and the Friends are planning to use lake silt to restore sides
of the island which has been collapsing in the middle of the lake in the
park.<br>
<br>
<b>10. Environmental Centre<br>
</b>Received an updated consultation report from the architects. Next
stage is to incorporate comments into a new design. There was a general
discussion on BTCV's potential usage of the building.<br>
<br>
<b>11. Regeneration Schedule updates<br>
</b>PE stated that, as proposed at the last LRUF meeting, Luisa will
start doing monthly reports which will incorporate key regeneration
deadlines and events etc. This is to ensure interested organisations and
others can be informed of what is currently happening. <br>
<br>
<b>12. Park usage<br>
</b>As a result of the counters at entrances we now have breakdowns on
park usage: eg. In December 26,398, in January 39,374, and in February
39,387 people came through the park. 10,000 people came through the
Lordship Lane entrance (the most used) in December 2008. <br>
<br>
<b>13. City Farm Location<br>
</b>The draft report of the recent consultation activity was circulated
to the meeting. Also there were two days of consultation in the Community
Centre over the plans for the City Farm and the Environmental Centre.
The event was run by LBH, architects, B2E and the Friends and attracted
200 people, most of whom were very supportive of the proposals. However
as a result of specific concerns expressed by some Walpole Road residents
there will be more consultation on the 19th March for those backing onto
the planned site - DM and LB to organise. However GJ, who lives on
Walpole Rd, asked if residents have problems with the location of the
city farm then how are these views taken into account? PE stated that
all genuine concerns of residents will be taken into account.and
addressed where possible in the designs and the management of the City
Farm. There would need to be a very good reason why the preferred
location would not be suitable. <br>
<br>
Unfortunately it was reported that the Lordship Lane /Walpole Rd alleyway
could not be formally adopted by the Council. There are strict
guidelines on this and it does not meet the criteria. However LB said it
may be possible to work with people who own the alley and agree a
protocol. This is being progressed through LBH Neighbourhood Management
and aHighways Depts.<br>
<br>
<b>14. Access routes around the park<br>
</b>The Friends, B2E and LBH attended a meeting with consultants
regarding improving access routes into and within the park (formal and
informal paths). There then ensued a general discussion on control of
any heavy vehicles needing to enter the park (eg fire engines),
especially to the new Environmental Centre. Also which paths might need
lighting.<br>
<br>
HS mentioned that the state of the back path is not good. It needs
attention now as this could result in health and safety implications. HS
asked PE if there is any scope to do the path now rather than waiting
until two years time. He said no as the money allocated for the park will
be needed to cover this. However it was suggested that some temporary
maintenance of the worst potholes might be considered.<br>
<br>
<b>13. Sustrans</b> <br>
As part of the growth of a national cycling network, there are proposals
for funding dozens of new cycling or joint cycling/pedestrian 'Greenway'
routes throughout north London. This includes 'finishing off' the
Lordship Rec joint cycling/pedestrian Greenway route (just completed down
the west side) by completing a circular route down the east and south
sides. This was enthusiastically agreed with the proviso that the
materials, width and design is appropriate to the Rec and the
Masterplan<br>
<br>
<b>14. Main entrance<br>
</b>Regarding the main entrance on Lordship Lane, some designs have now
been drafted to restore some of the original rose beds, incorporate the
outside beds into the park, use the toilets as a farm shop/info/toilet
facility, and create a toddler play area. DM argued that some play
equipment for older children is needed there as this would help attract
some of the 1,000 families into the park from the Tower Gardens
estate.<br>
<br>
<b>15. BMX track<br>
</b>Regarding the BMX bike track which is currently situated next to the
model traffic area, current plans are to move it next to the adventure
playground. There will be an on-site meeting to discuss this proposal,
its viability, possible designs (which would try to preserve as much
greenery as possible), consulting and involving local users etc. There
was a general discussion about that area, currently a flood plain with
nature conservation potential. There are serious problems with the
current site of the BMX track which crosses a main desire line/path and
also goes over the historic model traffic area. There doesn't seem to be
anywhere else to move it without eating into open fields. It was noted
that the earth which will be dug out to create the new river banks can be
easily transfered to the new BMX area to raise the level above the
flooding line. It was agreed that the design should protect as much of
the nature conservation value of the area as possible. <br>
<br>
<b>16. Wildlife areas and potential<br>
</b>Friends of Lordship Rec believe there's a need to look into the
wildlife potential in the park, and ways of involving more volunteers in
appreciating and managing it. PE said he would ask the LBH conservation
officer, Ian Holt, to arrange an on-site meeting to discuss nature
conservation with BTCV, the Friends and others... It was noted that
there are new plans to create a wildlife corridor through the centre of
the Rec by in-filling the Moselle ditch.<br>
<br>
<b>17. Lordship Rec Website<br>
</b>Friends of Lordship Rec now have a new and fully functioning web
site. The web site address is

<br>
<b>18. History Walk<br>
</b>A number of the Friends took part in a walk from Ally Pally to Bruce
Castle Park, through many parks and conservation areas. It included
Lordship Rec, where Dave did a presentation about the park. Organised by
Tottenham Civic Society - more than 100 people took part. <br>
<br>
<b>19. Lordship Rec Daisy walk: </b>There is Daisy walk/workshop in the
Rec, arranged by BTCV for 25th April, 11am to 1pm. A future batwalk and
also a woodland path walk are also mooted.<br>
<br>
